In August of 2008, Rubi Fraye disappeared from the community of Chihuahua. Ten months later in June of 2009, her body's burned and dismembered remains were found in a trash can. Since this tragic event, Rubi's mother, Marisela Escobedo, has dedicated her life to seek justice for her daughter. is a human rights advocate and a tireless fighter for girls and women threatened by femicide. The Center for Women's Human Rights, Justice for Our, and other organizations worked with Marisela to find the person responsible for the murder of Rubi. But on December 16 of 2010, Marisela was shot by a gunman who approached her during a peaceful protest outside the government palace in Chihuahua City.

The murder of Marisela Escobedo shows that women are still victims of gender violence in the state of Chihuahua and the authorities are not taking their responsibility to punish the perpetrators of these crimes to prevent violence against women.
The continued femicides in Chihuahua show the failure of the Mexican government to protect defenders and ensure that they can carry out their work safely. Many who seek justice for the women and girls, who have been murdered or disappeared in the state of Chihuahua since the early 1900s, are now being abducted and murdered. The Mexican Senate is currently discussing important legislation to address this issue and will be involving the affected civil society and human rights advocates.
